Maine Continuum of Care

Buyer seeks a new HMIS Lead Agency to perform system administration and leadership for the Maine Continuum of Care by January 2026. The agency will manage a database with over 320 users representing 50+ agencies and 300 unique projects with approximately 86,000 client records. Buyer aims to enhance data-directed decision making for Maine's homeless response system. The selected agency will replace MaineHousing as the HMIS Lead at the end of 2025.

• Experience in software administration and data management
• Experience managing large scale database administration and data analytics
• Ability to attend in-person and virtual meetings
• Capacity to provide user support during regular business hours
• For non-Maine entities, must establish presence in Maine

• Serve as primary operator and system administrator of statewide HMIS
• Coordinate HMIS strategic planning with MCoC and SHC
• Support expansion of HMIS to include more complete statewide data
• Conduct activities funded through HUD grant and MaineHousing matching funds
• Develop and implement regular training for HMIS users and providers
• Create and maintain customized reports and dashboards
• Lead data quality initiatives for providers
• Review and submit HUD required reports including LSA and PIT/HIC
• Manage HMIS user agreements, contracts and fees
• Support data requests from CoC and Statewide Homeless Council
