Buyer seeks a comprehensive and modern Inmate Banking and Commissary System for the Douglas County Detention Facility. The system must be a fully integrated, cloud-based ecosystem that streamlines inmate financial management and commissary operations. Buyer requires a secure, efficient, user-friendly system that complies with all applicable regulations and seamlessly integrates with existing technology platforms. The contract will be for five years with an option to renew for one additional year.

• Experience in administration and operation of inmate banking and commissary systems
• Provide company history and most recent audited financial statements
• Provide information on any historical data breaches
• Have experience and ability to provide five current references

• Implement cloud-based inmate banking and commissary system
• Provide secure individual inmate account management
• Support various deposit methods including cash, credit/debit cards, and money orders
• Offer intuitive touch-enabled web interface for inmates to place orders
• Implement automated debt tracking and repayment schedules
• Provide real-time account balance updates and transaction history
• Enable secure inmate-to-inmate fund transfer capabilities
• Automate processing of inmate release funds and disbursements
• Integrate with existing Jail Management System (Tyler Technologies)
• Provide comprehensive training and technical support
