Buyer is seeking engineering firms to design civil/site plans for a proposed Recreation Complex at Prowell Park. The project includes rough grading, storm drainage, and erosion control plans for the entire park with phased buildout. Phase 1 will include sports fields, parking areas, roads, lighting, hardscapes, irrigation, and site amenities. The site is located on Fischer Road, north of Minix Road, and will connect to the existing Andrew Bailey Park.

• 5/20/2025 - Proposal review at Board of Commissioners meeting
• 12/15/2025 - Design services completion date

• Professional Engineer registered in Georgia on staff
• Experience working with local governments
• GSWCC Certified Level II Design Professional on staff
• Compliance with O.C.G.A. §13-10-91 (b)(1)
• Required insurance coverage

• Boundary and topographic survey of property
• Stream and wetland delineation
• Develop balanced cut and fill grading plan
• Create hydrology study and stormwater management plan
• Design turn lanes on Fischer Road and Andrew Bailey Road
• Design field and parking lot lighting for phase 1
• Create septic designs for two restroom buildings
• Design irrigation, hardscapes, and amenities for phase 1
• Prepare erosion, sedimentation, and pollution control plans
• Coordinate with electrical service provider
