Buyer is seeking professional services to create a Parks, Recreation, and Open Space Master Plan. The plan will guide decision-making and resource allocation for parks development over the next ten years. Buyer requires a comprehensive assessment of current assets, community needs, and strategic priorities to achieve their vision. The selected firm will work closely with City staff, the Melissa Community & Economic Development Corporation, and City Council throughout the process.

• Develop user fee analysis for financial sustainability
• Create 10-year capital projects plan with cost estimates
• Analyze demographic trends and recreation demand patterns
• Establish level of service standards aligned with CAPRA and NRPA guidelines
• Evaluate recommendations for undeveloped parks based on public input
• Design actionable implementation strategies with funding mechanisms
• Produce readable master planning document with relevant graphics and maps
• Compare facilities to national recreation standards and best practices
• Facilitate stakeholder meetings with MCEDC and City Council
