Buyer seeks to develop a Comprehensive Climate Action Plan (CCAP) for California's participation in the EPA's Climate Pollution Reduction Grants program. The CCAP will guide state actions for climate initiatives from 2026 to 2050, building upon the 2022 Scoping Plan. Buyer requires economy-wide scenario modeling to evaluate environmental and economic impacts of emerging technologies, policies, and federal climate funding. The project includes modeling, analyzing emissions reduction strategies, and creating benefits analyses to fulfill EPA requirements.

• Three years experience evaluating climate or environmental policies.

• Three years experience writing technical reports for policy makers.

• Update 2022 Scoping Plan Scenario with recent regulations and statutes.
• Model impacts of federal incentives from Inflation Reduction Act.
• Assess technology adoption and energy consumption trends.
• Analyze emissions reduction strategies in industrial and transportation sectors.
• Quantify benefits across chosen CCAP measures.
• Create maps of low-income and disadvantaged communities affected by measures.
• Develop comprehensive climate modeling scenarios with detailed outputs.
• Evaluate carbon dioxide removal options.
• Produce draft CCAP using EPA's template with graphics.
• Conduct regular check-ins with CARB and provide progress updates.
