Buyer seeks qualified economic consultants to perform revenue projections and feasibility studies for economic development projects. The contract will run through June 30, 2026, with four one-year extension options. Work will include analyzing STAR Bond districts, tax increment financing, transportation development districts, industrial revenue bonds, and community improvement districts. Consultants will prepare detailed financial projections, conduct feasibility studies, and evaluate whether development could occur with or without public economic assistance.

• Experience performing market analysis and feasibility studies for governmental clients in last five years
• Demonstrate familiarity with STAR bonds, TIFs, CIDs, IRBs and public/private partnerships

• Prepare retail sales tax and incremental revenue projections by taxing district
• Develop assessed valuation and property tax revenue forecasts during project life
• Create low, moderate and high projection scenarios for revenue forecasts
• Analyze impact of other developments in the Kansas City area
• Conduct feasibility studies with cost/benefit analyses
• Evaluate development timeframes with and without public assistance
• Consider local and regional socio-economic trends
• Meet with developers to gather project information
• Prepare reports for inclusion in bond documents and disclosure materials
• Analyze transient guest tax revenues where applicable
• Utilize historical sales data under confidentiality restrictions
• Compare property valuations to similar developments
• Consider assessed value growth limits and delinquency rates
• Evaluate STAR bonds, TIFs, CIDs, and IRBs financial structures
• Assess public/private partnership opportunities and structures
