Buyer seeks a qualified consultant to create a master plan for the 45-acre Surf Club beachfront property. The master plan will address buildings, roadways, parking, site layout, and future uses of the park. Buyer requires analysis of sea level risk and development of alternative building strategies. The consultant will engage with the community through public sessions and surveys to ensure the plan meets community needs.

• Experience with municipal master planning in Connecticut
• Three references from similar-sized Connecticut municipalities

• Develop sea level risk assessment for entire park
• Complete traffic/parking study including alternative exit strategies

• Create statistically valid survey for residents
• Engage with specific user groups including disability community
