Buyer seeks a vendor to provide Independent Informal Dispute Resolution services as required under CMS State Operations Manual. The vendor will review disputed survey citations from long-term care facilities and provide recommendations within 30 days. Services include reviewing survey deficiencies, comparing results to regulations, and providing written decisions with evidence. The contract requires 500 estimated total hours over a two-year period.

• 5/8/2025 - Proposal Due Date
• 7/1/2025 - Contract Start
• 6/30/2027 - Contract End

• Three years experience with Long-Term Care compliant and noncompliant surveys
• No financial or legal interest in nursing homes regulated by IDPH
• Must possess all mandatory qualifications specified in CMS SOM

• Review surveys with understanding of CMS Federal and State guidelines
• Recommend whether survey deficiencies should be deleted, supported, or amended
• Complete all reviews within 30 calendar days
• Compare survey results to Federal and State regulations
• Provide written decisions with specific evidence
• Create written record for each disputed survey citation
• Include Ombudsman and Resident Representative comments in recommendations
• Submit results to Office of Health Care Regulation
• Send monthly reports of collected data
• Ensure no conflicts of interest with nursing homes
