Buyer seeks a qualified financial advisor to provide comprehensive financial advisory services. The advisor will assist with surveying financial resources, analyzing debt structures, providing market information, and structuring debt issuances. Buyer's fiscal year budget is approximately $584,492,021 with debt issuance estimated to range from $150,000 to $150,000,000 in any fiscal year. The contract will be for three years with option to extend for two additional one-year periods.

• Experience as financial consultant to Texas counties
• Demonstrated experience designing financing of at least $25,000,000 per year
• Experience with large issuance structures over $50,000,000
• Must be in business providing services for minimum of one year
• Registration with Municipal Securities Rulemaking Board

• Conduct financial resource surveys analyzing debt capacity and revenue structures
• Analyze future financing needs and make debt structuring recommendations
• Provide bond market information and economic data affecting interest rates
• Assist with bond elections including preparation of necessary documentation
• Evaluate and recommend appropriate method of bond sale
• Coordinate preparation of offering documents and distribute to prospective purchasers
• Facilitate credit rating processes and agency presentations
• Evaluate special financing mechanisms like PIDs and TIRZs
• Assist with selecting underwriters for negotiated sales
• Monitor and provide advice on bond refunding opportunities
