Buyer seeks a qualified consultant to provide health benefits consulting services. The contractor will provide consulting for medical, dental, vision, prescription, flexible spending accounts, stop loss, life insurance, and onsite health clinic services. Buyer serves approximately 200,000 residents with 1,300 employees and requires ongoing statistical analysis, policy recommendations, and administrative support for their health benefit programs.

• Experience with governmental entities as clients
• Experience with organizations with at least 1,000 employees
• Experience with self-funded health and dental plans
• Experience with collective bargaining
• Understanding of Central Oregon healthcare delivery concerns

• Analyze self-funded health plan data and provide quarterly reporting
• Support RFP process for Third Party Administrator and Pharmacy Benefits programs
• Provide actuarial reporting through direct services or subcontractor
• Make annual premium rate recommendations for active employees and retirees
• Assist with onsite health clinic and pharmacy services
• Review and prepare plan document amendments
• Advise on Affordable Care Act compliance
• Assist with contract negotiations for benefit providers
• Attend and provide reports for monthly Employee Benefits Advisory Committee meetings
• Coordinate operational meetings with all service providers
