Buyer seeks qualified firms with professional experience in urban and architectural design to develop a creative local engagement process for the Starlight Heights Study Area. The goal is to promote involvement of all residents and stakeholders in the area, with special accommodations for low-income, minority, multilingual, elderly, and disabled residents. The project requires development of a small area plan with transportation improvements, housing recommendations, cultural asset identification, and implementation strategies. The contract will last for twenty-four consecutive months upon receipt of Notice to Proceed.

• Conduct an analysis of existing conditions in the study area
• Develop creative community engagement strategies for diverse residents
• Create a conceptual plan with cultural asset identification and mapping
• Prepare transportation and public realm improvement recommendations
• Develop housing recommendations and implementation strategies
• Create a 100-day action plan with low-cost initiatives
• Conduct branding exercises for community identity development
• Facilitate at least two public involvement meetings
• Organize a walkability assessment with relevant agencies
• Prepare a five-year implementation schedule of actions
