Buyer seeks a qualified vendor to provide a comprehensive inmate telecommunication system for the Tehama County Jail. The system must include telephones, video visitation, and service-enabled tablets utilizing state-of-the-art technology. The selected vendor will provide services at no cost to the buyer, with all equipment, installation, connectivity, and maintenance as vendor's responsibility. The system must enable inmates to communicate while controlling usage and preventing illicit activity.

• Five years experience providing inmate telephone services to five correctional facilities
• Three current operational ITS contracts including one California facility with 300+ tablets
• Qualified staff dedicated to supporting telephone, video visitation, and tablet systems
• License or valid title to all software with rights to provide to County

• Install comprehensive inmate telephone system with collect, debit, and pre-paid calling
• Provide secure tablets for inmate population with controlled content access
• Implement video visitation system with scheduling and recording capabilities
• Configure monitoring and recording system for calls with security features
• Integrate with jail management system (SALLYPORT/BLACKCREEK)
• Provide multi-level security access for staff monitoring
• Install secure Wi-Fi network for tablets without internet access
• Implement payment platform for inmates and call recipients
• Set up TTY/TDD devices for hearing impaired inmates
• Deliver training for jail staff on system operation
