Trafficking and Crime Victims Assistance Program

Buyer seeks a qualified organization to provide Trafficking and Crime Victims Assistance Program (TCVAP) services. The program must assist immigrant survivors of human trafficking, domestic violence, and other qualifying crimes in achieving prompt displacement and economic self-sufficiency. Services include comprehensive case management, employment assistance, housing support, and legal services in accordance with Senate Bill 1569. Buyer intends to award a three-year contract with option to renew for two additional years.

- Three years experience managing a TCVAP program
- Three years experience providing assistance to non-citizen victims of trafficking
- Must be a legally established entity
- Must have existing expertise and capacity for TCVAP services
- Site location must be in Alameda County
- Must employ bilingual staff with appropriate language skills
- Forms and materials must be available in multiple languages
- Must possess all necessary permits, licenses, and credentials
- Provide case management services to trafficking and crime victims
- Conduct community outreach to identify potential victims
- Partner with community organizations to raise trafficking awareness
- Assist clients with applying for benefits under SB 1569
- Develop individualized service plans for program participants
- Provide referrals for legal assistance and immigration services
- Connect clients with housing support services
- Arrange medical and mental health services
- Provide interpretation and translation services
- Offer employment services and skills development
- Facilitate acculturation services for victims
- Maintain confidential client case files with required documentation
- Accompany clients to court hearings as needed
- Help victims obtain permanent status or employment authorization
- Ensure language accessibility for limited-English proficient clients
- Track and report performance measures in Clear Impact Scorecard
- Provide family support/unification and childcare service referrals
- Assist with transportation needs
- Facilitate English language classes
- Provide computer literacy training
