• Prepare 3-5 year operational strategic plan priorities
• Develop template for repeatable planning process
• Create annual report card template for tracking goal accomplishments
• Present results to elected officials and city staff
• Develop milestone evaluation controls for accountability reporting
• Provide implementation and administration services for plan completion
