Buyer is seeking qualified professional legal firms to provide Bond Counsel services on a contractual basis. The selected firm will provide legal advice, represent the city in legal matters, advise the City Council, and prepare legal documents related to debt issuance. Buyer requires that one attorney be designated as the point of contact or lead attorney. The contract will be for an initial period of one year with automatic renewals.

• Juris Doctorate from ABA accredited law school
• License to practice law in Texas
• Member in good standing with Texas Bar
• Five years experience providing legal services to Texas municipalities
• Comprehensive knowledge of municipal law and finance

• Provide legal opinions on municipal financing structures
• Prepare legal documents for bond issuance and debt instruments
• Assist with preparation of official statements and disclosure documents
• Render opinions on bond validity and tax exemption status
• Request and obtain approval from Texas Attorney General
• Create and advise on PIDs, MUDs, TIRZs, and MMDs
• Prepare bond election documents and assist with canvassing
• Develop alternative financing programs for capital projects
• Monitor disclosure requirements and ensure compliance
• Provide training on disclosure rules and regulations
