Buyer seeks an experienced consultant to facilitate the development of their next 5-year strategic plan (FY27-FY31). The project includes two potential phases: Information Gathering and Framework Development Phase, and an optional Complete Plan Development Phase. The consultant will engage staff and community members, conduct environmental scanning, develop strategic priorities, and create a framework for implementing the strategic plan.
