Buyer seeks a qualified consulting engineering firm to perform construction engineering services for three West Florissant Avenue projects. Services include construction engineering, inspection, observation, and documentation required for the West Florissant Avenue Great Streets, Intersection Improvements, and Resurfacing projects. The contractor will coordinate with the construction contractor, inspect work, maintain documentation, and ensure compliance with federal requirements.

• 6/30/2025 - Selection Announced
• 7/31/2025 - Scoping Meeting
• 9/30/2025 - Negotiations
• 1/31/2026 - Notice to Proceed Date
• 6/30/2026 - Construction Start

• Prime consultant must be prequalified with MoDOT
• Experience with federal-aid projects for Missouri Local Public Agencies
• Experience with B2Gnow tracking platform
• Resident Engineer with appropriate qualifications and similar project experience
• Ability to provide required construction engineering services

• Lead preconstruction conferences for three road projects
• Perform inspections and reject non-compliant work
• Coordinate with contractor and monitor construction activities
• Measure and document installed quantities
• Prepare contractor payment estimates and change orders
• Review material certifications and shop drawings
• Coordinate design changes based on field conditions
• Verify compliance with state and federal prevailing wage requirements
• Conduct materials testing and inspect construction work
• Serve as MoDOT Local Public Agency Person of Responsible Charge
