SAFMR/FMR Reevaluation Study

Buyer is seeking a qualified firm to conduct a comprehensive Fair Market Rent (FMR) and Small Area Fair Market Rent (SAFMR) study. The study will involve collecting and analyzing rental market data to support buyer's request for a reevaluation of SAFMR/FMR for its Section 8 Housing Choice Voucher Program. The contractor will need to survey a representative sample of rental units, ensure data is recent, and prepare a detailed report according to HUD guidelines.

- Demonstrated experience and expertise in rental market analysis
- Qualified to conduct surveys using HUD-approved methodologies
- Experience with statistical reliability standards and sample sizing
- Ability to analyze rental market trends
- Collect gross rent data from at least 100 eligible rental units
- Ensure data is more recent than HUD's 2022 ACS data
- Prioritize recent-mover rental data (tenants moved within 24 months)
- Include ZIP code or Census tract identifiers for surveyed units
- Utilize HUD-approved survey methodologies
- Analyze rental market trends across 0-5 bedroom units
- Calculate 40th percentile gross rent by bedroom size
- Cross-validate results with HUD's existing ACS rental data
- Compile comprehensive report with survey methodology and findings
- Assist HACLA in preparing the submission to HUD
