Greater Cincinnati Water Works

Buyer seeks to develop a comprehensive SCADA Master Plan for its water treatment and distribution system. The plan will address operational, technical, and user concerns while providing a growth path for future needs. Buyer operates two water treatment plants and thirty SCADA-operated pump stations serving 1.2 million customers. The existing SCADA system needs updates to maintain security, functionality, stability, and resilience while preparing for new federal and state compliance requirements.

• Exhibit SCADA hardware and software agnosticism
• Have extensive experience in water treatment industry
• Have familiarity with ISA 101
• Familiarity with EPA and Ohio EPA water utility requirements
• Familiarity with Ohio regulatory record keeping requirements
• Familiarity with CISA and NIST cyber security framework

• Document existing SCADA system infrastructure and interfaces
• Elicit requirements from IT, Supply, OT, Water Quality, and Data Users groups
• Perform reliability and security analysis of SCADA system
• Develop comprehensive SCADA Master Plan with implementation roadmap
• Provide configuration management system for SCADA lifecycle tracking
• Present modern trends in high-performance HMI and control room design
• Analyze alarm management strategies and data analytics improvements
• Determine SCADA requirements for compliance with cybersecurity frameworks
• Assess compatibility with upcoming government regulatory requirements
• Perform financial analysis comparing upgrade versus replacement options
