Buyer is seeking a qualified planning and engineering firm to analyze the complex intersection of Stratford Avenue, Connecticut Avenue, Seaview Avenue, and I-95 Exit 29 ramps in Bridgeport's East End neighborhood. The study will evaluate current intersection use, analyze alternatives and future realignment concepts, and identify preferred alternatives. The project requires robust public engagement to better align transportation infrastructure with community needs while addressing historical inequities in this underserved neighborhood.

- Analyze traffic operations including vehicle, pedestrian, and cyclist counts
- Develop infrastructure improvement design alternatives for intersection realignment
- Conduct feasibility analysis of design alternatives
- Perform preliminary engineering and design of preferred alternative
- Coordinate with Technical Advisory Committee through 5 meetings
- Support public engagement with translation in multiple languages
- Analyze land use and evaluate impacts on accessibility and quality of life
- Analyze crash history data utilizing CT's Crash Data Repository
- Develop cost estimates and implementation plans for preferred alternatives
- Perform cost-benefit analysis for preferred alternative
- Create detailed visualizations of design concepts
- Evaluate roadway safety for vulnerable road users
- Analyze public transit routes, stop locations, and usage patterns
- Conduct origin and destination analysis for I-95 on/off ramps
- Identify right-of-way, utility, and maintenance impacts
- Document necessary state and local permits for implementation
- Assess green infrastructure opportunities to reduce impervious surfaces
- Integrate complete streets best practices in design recommendations
- Prepare final report with comprehensive synthesis of study findings
