Buyer is seeking proposals for Annual Comprehensive Financial Report preparation services for two business units: Clackamas County Development Agency and Clackamas County General. The services include preparing financial statements, notes, supplementary information, and ensuring compliance with GASB standards. Buyer requires all work to meet GFOA Certificate of Achievement for Excellence in Financial Reporting award standards. The contract term is from the effective date through June 30, 2030.

• Ten years experience preparing ACFRs for municipalities following GFOA requirements
• Strong communication skills both verbally and in writing
• No personal connection to County and staff
• Three references from municipalities with GFOA award-winning ACFRs
• Required licenses to perform ACFR preparation in Oregon

• Prepare draft financial statements with required notes and supplemental schedules
• Create conversion entries from Government Fund to Government Wide Statements
• Prepare statistical section based on County-provided information
• Ensure ACFR complies with latest GASB statements
• Evaluate document against GFOA reporting checklist for COA award eligibility
• Verify implementation of improvements from prior GFOA comments
• Design layout and readability under County direction
• Proofread to ensure error-free documentation
• Prepare responses to Finance department recommendations and questions
• Map Year-End Trial Balance to ACFR Crosswalk as necessary
