Buyer seeks qualified engineering firm to provide design, permitting, and construction management services for flood mitigation at the Passaic Avenue Underpass. The project will include stormwater conveyance piping, a stormwater pumping station, underground retention basin, and outfall construction. Buyer has received a CDBG-DR Grant from the Department of Community Affairs Resilient Communities Program for this initiative. The project aims to address localized flooding that caused significant damage and loss of life during Hurricane Ida.

• 7/31/2025 - 30% Design Submission Due
• 4/30/2027 - Bid Plans, Specifications, Cost Estimate, and Permits Due

• Experienced team of drainage/hydraulics Professional Engineers licensed in New Jersey
• Demonstrated experience in urban stormwater flood analysis and mitigation measures
• Experience managing federally funded construction projects
• Experience administering NJDEP major and minor diversion processes
• Registration with Division of Revenue, State of New Jersey

• Conduct stormwater drainage analysis and design flood mitigation measures
• Lead NJDEP major/minor diversion processes during all project phases
• Design stormwater pumping station and underground retention basin system
• Prepare 30% design submission for environmental review determination
• Complete final design drawings, specifications and permitting for public bidding
• Coordinate with NJ Transit regarding potential impacts to their facilities
• Provide full-time resident inspection during construction phase
• Establish stormwater conveyance piping and outfall construction
• Conduct bi-weekly progress meetings with design team and stakeholders
• Develop maintenance and operations plan for the drainage system
