Broome-Tioga Workforce Development Board
Buyer seeks a qualified provider to operate a WIOA Title I-B youth employment and training program in Tioga County. The program must serve both in-school and out-of-school youth, with at least 75% of funds dedicated to out-of-school youth services. Contractor must provide all 14 required WIOA program elements including tutoring, work experience, occupational training, and supportive services. The program requires comprehensive case management and employer partnerships to achieve mandated performance outcomes.

- College degree and two years experience working with disadvantaged youth
- Demonstrable competency in administration of federally funded programs
- Proven fiscal capacity for fund accounting
- Capacity to repay disallowed or questioned audit costs
- Compliance with ADA and non-discrimination policies
- Ability to obtain liability, motor vehicle and Workers' Compensation insurance
- Provide employment services to youth ages 16-24
- Conduct recruitment and outreach to eligible youth
- Develop Individual Service Strategies for each participant
- Coordinate paid and unpaid work experiences
- Deliver occupational skills training aligned with in-demand sectors
- Offer comprehensive guidance and counseling services
- Provide academic remediation and educational support
- Establish strong employer connections and partnerships
- Maintain accurate data entry in OSOS system
- Conduct objective assessment of youth skills and needs
