The work focuses on building principals' capacity to lead effective, systemic approaches to literacy instruction. Buyer requires the contractor to facilitate collaborative learning networks, provide differentiated support, and develop implementation strategies for approximately 49 school principals with potential growth to 59 principals.

• Experience with principal literacy leadership professional development delivery.
• Knowledge of evidence-based literacy instruction research.

• Design professional learning networks for K-12 principals focused on literacy leadership.
• Facilitate collaborative learning and improvement cycles for principals.
• Employ methodology to differentiate support based on principals' knowledge levels.
• Develop implementation support models for schools with and without instructional coaches.
• Create asynchronous learning opportunities on ND Educational Hub platform.
• Organize principals into cohort networking groups based on relevant factors.
• Provide college credit options for network participation.
• Establish methodology to assess principals' literacy leadership knowledge.
• Track and report attendance and engagement metrics.
• Develop orientation program for participating principals.
