Buyer seeks a qualified instructor to provide Spanish Language Community Emergency Response Team (CERT) training programs. The program aims to upskill residents to help each other during disasters when first responders are overwhelmed. Buyer will purchase class session credits upfront to be used as needed with one to two Spanish Language CERT programs anticipated per year. The agreement will run for five years starting July 2025 with classes held at Ventura Police and Fire Headquarters.

• 7/1/2025 - Agreement Start Date

• Lead training coordinator with CERT Basic and Train-the-Trainer certifications
• Experience teaching CERT in Ventura County area
• FEMA qualified instructor from verifiable CERT Program

• Provide Spanish language CERT instructors
• Supply instructional materials
• Conduct six-week CERT training courses
• Staff practical skill drill days
• Integrate Spanish and English CERT teams
• Implement FEMA-approved CERT curriculum
• Manage additional drill days as needed
• Work with VPD-OES to coordinate classes
• Conduct training at designated facilities
• Support up to 30 students per class
