Buyer seeks a qualified co-sourcing partner to supplement their Internal Audit Department of five to six staff members. The partnership will enhance capacity and expertise to provide comprehensive coverage of high-risk areas. The scope includes assurance audits, compliance audits, performance audits, operational audits, investigations, special projects, and advisory engagements. The contract will be for one year with four annual renewal options.

• Firm must employ staff with CIA, CFE, CPA, CMA, or MBA credentials
• Minimum three years experience conducting internal audits for governmental entities
• Proven experience in risk-based internal auditing
• Ability to integrate technology-driven audit techniques
• Experience conducting various types of audits and investigations
• Quality improvement program in place

• Perform risk-based operational and performance audits
• Conduct compliance audits ensuring adherence to laws and regulations
• Evaluate internal controls and risk management practices
• Investigate fraud, waste, and abuse cases
• Provide advisory services for process improvements
• Create engagement-level risk assessment documents
• Submit comprehensive audit reports using standard observation format
• Participate in entrance/exit conferences with management
• Deliver biweekly project status reports
• Conduct special projects addressing high-priority district concerns
