Puerto Rico Central Office For Recovery, Reconstruction, And Resiliency

Buyer seeks qualified firms to provide support and technical assistance for managing FEMA awards across regional areas of Puerto Rico. The selected firms will assist subrecipients including agencies, municipalities, and private non-profit organizations with grant management compliance. Services will ensure adherence to federal regulations and efficient use of FEMA funds for Public Assistance and Hazard Mitigation programs across assigned regions. Firms must demonstrate capacity to provide on-site assistance and specialized guidance.

• 4/11/2025 - COR3 to Provide Response to Questions
• 5/2/2025 - Proposal Due Date
• 6/6/2025 - Notice of Award Expected

• Minimum three years experience managing federal funds
• Experience with federal regulations and programmatic guidelines
• Financial capacity of minimum $750,000 line of credit
• Audited financial statements from at least 2023
• Ability to provide sufficient personnel to service regional subrecipients

• Provide technical assistance for processing reimbursement and advance requests
• Conduct cost and price analysis to justify reasonableness
• Support subrecipients with single audit requirements
• Provide training on all grant activities
• Deliver on-site assistance to regional subrecipients
• Ensure compliance with FEMA regulations and guidelines
• Prepare comprehensive reports and documentation
• Develop strategies to maximize project execution quality
• Apply expertise in FEMA and HUD grant programs
• Support procurement best practices
