Homeless Prevention Rental Assistance and Services

Buyer seeks proposals for Homeless Prevention Programs that provide financial assistance and/or housing support services. The program aims to prevent households from entering emergency shelter by providing rental assistance and housing stabilization services. Buyer's department-wide performance target is to provide Homeless Prevention assistance to at least 1500 households annually. The contract term is expected to be one year with up to four additional one-year terms.

- Experience in providing financial/rental assistance and working with landlords
- Experience in providing housing support services
- Ability to maintain criminal background checks and child abuse clearances
- Capacity to use HMIS database system
- Provide financial assistance through rental subsidies and security deposits
- Deliver housing support services for homeless prevention
- Conduct participant interviews within three business days of referral
- Enter participant data into Homeless Management Information System (HMIS)
- Mediate tenant/landlord conflicts and provide conflict resolution
- Assist with housing search and relocation services
- Provide financial counseling including budgeting and money management
- Connect participants to community resources and support services
- Calculate participants' rental contribution based on income
- Inspect housing units using HUD standards
