Buyer is seeking qualified firms to prepare an Airport Layout Plan with Narrative that includes an 18B Obstruction Survey and Drainage Study for Dallas Executive Airport. The project requires updating aviation demand forecasts, evaluating facility requirements, and developing a comprehensive plan for future airport development. The scope includes airfield design assessment, land use planning, and creation of strategic vision documents. Buyer requires the successful firm to meet a 4% DBE participation goal.

• Licensed Professional Engineer registered in Texas for drainage study
• Experience with general aviation airport planning and drainage studies
• Resources to perform all required services
• Ability to meet schedules and deadlines

• Prepare an ALP with Narrative including 18B Obstruction Survey
• Conduct drainage study signed by Texas Licensed Professional Engineer
• Perform target market and SWOT analysis
• Create public outreach program with digital component
• Update aviation demand forecasts for based aircraft and operations
• Determine current and future critical design aircraft
• Evaluate highest and best uses of airport property
• Develop airside and landside facility requirements and alternatives
• Perform RSA Evaluations
• Recommend concept plan and CIP for short/long-term periods
• Develop height/hazard and land use compatibility analysis
• Update Airport Layout Plan with final documentation
• Follow FAA Advisory Circulars and Standard Operating Procedures
• Address strategic vision including mission and value statements
• Conduct airfield design and hangar/business market assessment
• Submit deliverables through TxDOT Aviation eGrants system
• Meet 4% DBE participation goal
• Develop project schedule with specific completion timeframes
• Conduct project team meetings and presentations
• Complete technical submittals within specified deadline
