Buyer seeks proposals from qualified firms to provide Employee Assistance Program (EAP) services. The services include assessment, crisis intervention, short-term counseling, and referrals for VTA employees and eligible dependents. The current EAP contract expires on June 30, 2025, with the new contract commencing July 1, 2025. Buyer employs approximately 2,050 people across four operating/maintenance facilities in Santa Clara County.

• Five years experience managing and supervising Employee Assistance Programs and Counselors.
• License to provide mental health services in California (Knox-Keene Act).
• Experience with EAPs in California with labor and management classifications.
• Counselors must have doctorate or master's degree, licensed by California.
• Counselors must have minimum two years experience in assessment and treatment.
• CISD providers must be licensed with critical incident response training.
• Two years experience in substance abuse identification and treatment referral.
• Two years experience developing employee and management training programs.

• Provide assessment and short-term counseling services (five sessions per issue).
• Offer face-to-face individual and group counseling for various personal issues.
• Maintain provider network with treatment referral sources at negotiated rates.
• Provide 24-hour crisis intervention availability on-site and by telephone.
• Deliver legal consultation and financial counseling referrals.
• Conduct employee orientation and training sessions.
• Provide consultation services on EAP-related matters.
• Offer critical incident stress debriefing and trauma response services.
• Create and distribute program promotional materials.
• Develop and submit quarterly utilization reports.
