• Employ accountants licensed by Oregon State Board of Accountancy as CPAs and Municipal Auditors
• Meet independence standards of GAO Government Auditing Standards
• No record of substandard work verified by Oregon State Board of Accountancy
• Licensed/registered within the State of Oregon
• Not banned from proposing by Bureau of Labor and Industries

• Examine financial statements in accordance with US auditing standards and Government Auditing Standards
• Perform Single Audit of federal awards per Uniform Guidance requirements
• Comply with Oregon Revised Statutes for municipal corporation audits
• Assist District in obtaining GFOA Certificate of Achievement for financial reporting
• Provide management recommendation letter with findings and internal control observations
• Present audit results to the Board of Directors
• Apply limited procedures to required supplementary information
• Provide technical assistance on accounting issues throughout the fiscal year
• Complete all audit work and reports by December 1st annually
• Perform pre-audit conferences and determine audit approach with District staff
