Buyer seeks a research and evaluation company to support youth drug use prevention in Oregon City and Gladstone, Oregon. The project utilizes a Communities that Care process to determine local risks and protective factors related to youth drug use. Buyer needs services equivalent to 0.50 FTE/20 hours per week over five years. This work is funded through a SAMHSA Strategic Prevention Framework grant running through September 2029.

• Ph.D. or Masters in education, public health or related field
• Minimum three years experience in research and evaluation
• Experience working with a SAMHSA grant or similar grant
• Experience with epidemiological and program research analysis

• Gather data from multiple sources to develop community profile
• Develop and evaluate youth surveys beyond Oregon Student Wellness Survey
• Create and implement parent surveys including Spanish language versions
• Conduct youth focus groups with recruitment and incentive payment
• Develop stakeholder interview guides and analyze resulting data
• Partner with coalition to develop community action and evaluation plans
• Track and monitor program data quarterly for progress assessment
• Conduct annual evaluations and produce year-end reports
• Attend Communities that Care coalition meetings
• Produce mid-point evaluation of effectiveness and community capacity
