The project utilizes a Communities that Care process to determine local risks and protective factors related to youth drug use. Buyer needs services equivalent to 0.50 FTE/20 hours per week over five years. This work is funded through a SAMHSA Strategic Prevention Framework grant running through September 2029.

- Experience with epidemiological and program research analysis
- Gather data from multiple sources to develop community profile
- Develop and evaluate youth surveys beyond Oregon Student Wellness Survey
- Create and implement parent surveys including Spanish language versions
- Conduct youth focus groups with recruitment and incentive payment
- Develop stakeholder interview guides and analyze resulting data
- Partner with coalition to develop community action and evaluation plans
- Track and monitor program data quarterly for progress assessment
- Conduct annual evaluations and produce year-end reports
- Attend Communities that Care coalition meetings
- Produce mid-point evaluation of effectiveness and community capacity
