Buyer has a need for professional services to oversee the North Bulkhead Berths 1-6 Re-alignment Program's Pre-Development Agreement. Buyer requires technical oversight of the design-build team's work including review of open-book pricing, site inspection of pilot testing, and survey/geotechnical/utility assessment. Services are crucial for the future replacement of existing bulkhead structures that have exceeded their design life expectancy. The contract term is 455 calendar days.

• Licensed Professional Engineers specializing in marine and coastal engineering
• 10 years experience in large-scale maritime infrastructure projects
• Experience with steel, precast, caisson, and cast-in-place designs
• Team must include marine/coastal engineer, structural engineer, geotechnical engineer
• Prime must hold certification in Port/Waterways, Structural Engineering, and Construction Management

• Act as Port's technical representative during pre-development phase
• Review design deliverables from Design-Build team
• Conduct technical risk assessments for project feasibility
• Evaluate cost estimates and schedules
• Recommend cost-saving measures without compromising safety
• Monitor schedule adherence and identify risks early
• Review environmental impact assessments and permitting requirements
• Optimize construction phasing to minimize operational disruption
• Establish QA/QC protocols for the pre-development phase
• Prepare comprehensive evaluation report with recommendations
