Auditing Services - Major Enterprise Funds

The buyer is seeking proposals from qualified public accounting firms to audit the financial statements of its Water Quality, Solid Waste, and Public Transportation enterprises. The audits are to be performed in accordance with Generally Accepted Government Auditing Standards. The initial contract term is for three years, with an option to extend for an additional three years. The buyer requires auditing services as well as limited supplementary services related to accounting research and consultation.

• 3/21/2025 - Pre-Proposal Conference
• 4/30/2025 - Proposal Due Date

• Certified Public Accountants currently licensed in the State of Washington
• Competent in accounting and auditing in accordance with GAGAS
• Local office within the State of Washington, preferably within King County
• Ability to perform services on-site as needed

• Audit financial statements for Water Quality, Solid Waste, and Public Transportation enterprises
• Prepare signed audit reports expressing independent auditor's opinion on financial statements
• Perform agreed upon procedures for Public Transit to comply with National Transit Database requirements
• Conduct annual entrance and exit interviews with Finance and enterprise staff
• Submit progress reports and hold periodic meetings with Finance and enterprise staff
• Prepare management letter reporting significant opportunities for improvements to internal controls
• Provide access to audit work papers for Annual Comprehensive Financial Report preparation
• Prepare and submit bound copies and electronic file of audited financial statements
• Provide general consultation on financial reporting matters
• Provide guidance on interpretation and implementation of GASB statements
