Buyer is soliciting proposals for the provision of employment and training services to eligible youth applicants in Dutchess County. Services will be funded by the federal Workforce Investment and Opportunity Act. The program requires a focus on out-of-school youth with up to 15% of youth served being in-school youth. The contractor will deliver services from the location at 191 Main Street, Poughkeepsie NY 12601.

• Experience in youth employment and training programs
• Demonstrated capacity to provide services
• Not debarred, suspended, or excluded from federal programs
• Technical competence and professional staff
• Sound administrative and fiscal management systems

• Recruit eligible in-school and out-of-school youth throughout Dutchess County
• Determine WIOA eligibility and collect documentation for enrolled youth
• Provide comprehensive assessments of youth skills, interests and service needs
• Develop Individual Service Strategies with career pathways and goals
• Implement all 14 required WIOA program elements through direct services or partnerships
• Coordinate paid and unpaid work experiences for at least 35% of program funds
• Build and maintain partnerships with community organizations and employers
• Provide case management and follow-up services for enrolled youth
• Create work opportunities for youth with disabilities, homeless, and foster care youth
• Enter and maintain participant data in OSOS system and generate performance reports
