Buyer seeks qualified contractors to perform in the role of Incident Commander when the Clark County Public Health All Hazards Type 3 Incident Management Team is activated. Contractors will respond to public health threats and disasters, support delegation of responsibility, and develop incident objectives. Contractors will also participate in training exercises and serve as mentors to Public Health staff developing incident commander capabilities.

• FEMA ICS training certification
• FEMA certified Type 3 Incident Commander
• FEMA certified Safety Officer
• Robust internet connectivity
• Valid driver's license

• Serve as Incident Commander during public health emergencies and disasters
• Develop incident objectives for Public Health Incident Management Team
• Execute Delegation of Responsibility consistent with NIMS
• Serve as Safety Officer when needed
• Support the Equity and Inclusion Officer role
• Consult with public health subject matter experts
• Participate in at least two trainings/exercises annually
• Mentor Public Health staff in Incident Commander roles
• Facilitate in-action reviews every two weeks during response
• Support demobilization process including after-action reviews
