Buyer is seeking a qualified CPA firm to provide external audit services for a five-year period with optional five-year renewal. The scope includes auditing financial statements, evaluating internal controls, and ensuring compliance with federal and state regulations. Buyer requires the auditor to examine both the university and its foundation component unit. The selected firm will begin services for the fiscal year ending June 30, 2026.

• Licensed CPA firm authorized in Oregon
• Experience auditing public universities
• Expertise in GASB standards
• Three higher education or government client references
• No disciplinary actions or relevant litigation
• Independence as required by standards
• Experience with Uniform Guidance audits
• Knowledge of Oregon financial reporting requirements
• History of timely audit completion

• Conduct independent audit of financial statements
• Evaluate internal controls and compliance with laws
• Issue opinion on fairness of financial statements
• Audit component unit - EOU Foundation
• Prepare reports on internal control deficiencies
• Provide recommendations for improving financial management
• Assist with federal program compliance per Uniform Guidance
• Present audit findings to Board of Trustees
• Maintain open communication with finance team
• Assess compliance with GASB standards
