County of Monmouth

Buyer seeks a contractor to provide twelve-hour Intoxicated Driver Resource Center classroom services. The program includes educational sessions, client screenings, evaluations, and referrals to treatment when necessary. Services will be provided at the Monmouth County Human Services Building for a one-year period with four potential one-year renewals. Contractor must follow all state regulations for the Intoxicated Driving Program.

• 4/16/2025 - Deadline for questions
• 4/29/2025 - Proposal Due Date
• 5/12/2025 - Evaluation committee meeting
• 5/20/2025 - Board of Addiction Services meeting
• 1/1/2026 - Contract start date

• Must be a registered user of NJ Substance Abuse Management System
• Must provide one supervising Licensed Clinical Alcohol/Drug Counselor (LCADC)
• Must provide one qualified course instructor (CADC preferred)

• Provide 12-hour IDRC classroom education sessions for DUI offenders
• Perform client screenings and evaluations for substance use disorders
• Make referrals for treatment following state guidelines
• Document client data in NJSAMS, Silver Hammer, and DUITS systems
• Teach NJ State mandated IDRC curriculum
• Supervise and coordinate LCADC and CADC counseling staff
• Safeguard confidential client case files
• Implement contingency protocols for client emergencies
• Provide interpreter services when required by participants
• Complete all required documentation for treatment referrals
