Buyer seeks a qualified consultant to provide food inspection support services for the Methuen-Lawrence Public Health Partnership. The consultant will conduct inspections in high-priority food establishments with frequent violations, provide technical assistance to local health inspectors, and deliver training on effective compliance strategies. The work supports a shared services arrangement between Methuen and Lawrence funded by the Massachusetts Department of Public Health Excellence grant program.

• Demonstrated expertise in food safety inspection and regulatory compliance
• Experience working with municipalities or public health agencies preferred
• Knowledge of Massachusetts food safety regulations and local codes
• Minimum of two years regularly providing similar services

• Conduct inspections of food establishments with frequent and severe violations
• Develop corrective action plans for non-compliant food establishments
• Provide technical assistance to local health inspectors
• Demonstrate best practices for assessing violations during field inspections
• Train inspectors on effective compliance strategies and enforcement consistency
• Develop communication strategies encouraging voluntary compliance with food safety standards
• Identify food establishments operating without proper permits
• Submit detailed progress reports on inspections and compliance rates
• Work alongside inspectors to navigate complex compliance issues
• Develop training programs for high-risk food establishments
