• Manage construction of water main and service line replacements
• Conduct pre-construction review of contract documents
• Coordinate with Town, contractor, residents, and stakeholders
• Review and approve contractor submittals
• Inspect underground utility work and pavement preservation
• Monitor construction schedule and provide weekly status reports
• Conduct materials testing for asphalt concrete and cement concrete
• Process RFIs, change orders, and payment requests
• Perform labor compliance monitoring
• Document and resolve construction conflicts and claims
