The project involves developing a grocery store-anchored commercial building as part of a larger redevelopment. The consultant will prepare marketing materials, develop financial models, identify investors and lenders, manage the NMTC transaction through closing, and provide post-closing compliance guidance. The site is located within the target neighborhood for the buyer's Choice Neighborhoods Implementation grant.

• Conduct feasibility analysis for NMTC transaction eligibility
• Develop financial model with sources & uses, budgets, and projections
• Prepare marketing materials for NMTC investors and lenders
• Summarize community impacts for NMTC transaction
• Secure NMTC investor(s) with competitive pricing and terms
• Secure leveraged lender(s) for NMTC transaction
• Manage closing of the NMTC transaction
• Provide written guidance on post-closing NMTC compliance
• Create sources & uses, development budget, and lease projections
• Work with development partners on commercial grocery store project
