Buyer seeks a qualified vendor to coordinate Out-of-School Time Quality Improvement Support for 21st Century Community Learning Centers. The vendor will manage three part-time Quality Advisors who will provide technical assistance and quality improvement services. Services include implementing observation protocols, facilitating self-assessments, completing quality improvement reports, and providing professional development. The goal is to help programs meet federal and state requirements while improving outcomes for students and communities.

• Understanding of out-of-school time field and positive youth development
• Knowledge of federal and state requirements for 21st CCLC programs
• Experience implementing professional learning opportunities and technical assistance
• Ability to support partnerships between different educational entities
• Experience with program quality assessment and improvement processes

• Coordinate and facilitate the RIPQA quality improvement process for 21st CCLC sites
• Provide technical assistance to out-of-school time programs
• Implement observation protocols using Weikart Center assessment tools
• Facilitate organizational self-assessments with program stakeholders
• Complete quality improvement reports with recommendations for 21st CCLC grantees
• Develop and deliver professional development opportunities for program directors and staff
• Maintain reliability endorsement for Youth and School Age program assessment
• Support documentation of program compliance with federal and state requirements
• Promote continuous improvement aligned with grant applications and stakeholder workplans
• Support partnerships between LEAs, schools, municipalities, and community-based organizations
