Buyer seeks a subject matter expert to provide comprehensive Community Needs Assessment support services for its Chicago Early Learning programs. The selected agency will collect, analyze, and visualize data on child demographics, early childhood education program needs, and health indicators for children ages 0-5 in Chicago. Buyer requires expertise to fulfill Head Start Program Performance Standards and help align early learning programs with community needs across the city.

• Expertise in data collection, analysis, and predictive analytics
• Subject Matter Expert with PhD in relevant social science discipline
• Project Manager with credentials in social scientific research
• Staffing capacity to provide research and analysis support
• Capacity to securely obtain, store, and share data

• Collect data on child demographics, poverty levels, and service accessibility
• Analyze early childhood program supply and demand across Chicago
• Study health and well-being indicators for children aged 0-5
• Maintain and update the Community Needs Assessment data website
• Provide annual training on using Community Needs Assessment data
• Conduct parent and provider surveys and focus groups
• Produce a comprehensive quinquennial Community Needs Assessment report
• Create data visualizations including maps and graphs
• Analyze changing demographics and policy impacts
• Attend monthly progress meetings with DFSS staff
