Brownfield Phase 2 Environmental Site Assessment

Buyer seeks a consulting firm to conduct a Phase 2 Environmental Site Assessment for a 93-acre former particle board factory site in Monroeville, Alabama. The assessment must address all Recognized Environmental Concerns identified in the Phase 1 ESA. The contractor will perform soil and groundwater testing, focusing on approximately 36 acres around the facility. The contract will be effective for two years upon the Governor's signature.

• 4/18/2025 - Question submission deadline
• 4/28/2025 - Proposal Due Date

• Conduct Phase 2 ESA following Alabama Environmental Investigation Guidance
• Address all Recognized Environmental Concerns from Phase 1 ESA
• Submit Site-Specific Quality Assurance Project Plan (SSQAPP)
• Perform on-site drilling and sampling of soil and groundwater
• Analyze samples for VOCs, SVOCs, and RCRA metals
• Collect at least 100 incremental surficial soil samples
• Install minimum of 7 groundwater wells
• Evaluate surface water and sediment sampling
• Manage investigative derived waste properly
• Submit detailed report following Brownfield Redevelopment guidelines
