- Analyze water and wastewater revenue requirements for 10-year period
- Conduct cost-of-service analysis by customer class for retail and wholesale customers
- Develop three rate structure alternatives with financial projections
- Analyze base rates and user charges across different customer classes
- Design rates that recover costs while encouraging conservation
- Create separate financial plans for water, wastewater and irrigation enterprise funds
- Present findings to Town staff and Town Council
- Evaluate impact of community growth and affordable housing on rates
- Develop rate schedule for 2026 through 2028
- Create Excel-based financial models for future rate planning
