Buyer seeks consulting and engineering services for asset inventory and assessment of the Etowah Sewer system. The project includes GIS mapping, inventory of the collection system, inflow and infiltration analysis, and condition assessment reporting. The firm will identify sources of I&I, assess infrastructure condition, and develop a 10-year Capital Improvement Plan. Additionally, the selected firm will conduct a sewer rate analysis with recommendations for rates and impact fees.

• Experience designing comparable projects
• Experience with wastewater treatment plants
• Experience working with local, state, and federal funding sources
• Adequate professional liability insurance

• Complete GIS mapping and inventory of collection system
• Conduct I&I analysis using smoke testing and CCTV inspection
• Develop 10-year Capital Improvement Plan with project scopes and costs
• Generate sewer rate analysis with recommendations for rates and impact fees
• Perform condition assessment of sewer infrastructure
• Identify needed repairs or replacements of sewer lines and manholes
• Incorporate mapping into County's GIS and asset management systems
• Assist with completing project milestones as defined by granting agency
• Develop recommendations for eliminating inflow and infiltration issues
• Ensure rate analysis satisfies requirements for charging impact fees
