Buyer seeks qualified professional engineering firms to provide design, bidding, construction administration, and construction inspection services for the GEMS Water Main Replacement Project. The project involves replacing cast iron water mains installed in the mid-1950s with new water mains ranging from 8 to 12 inches in diameter in an urbanized neighborhood. Work includes approximately 5,500 LF of 8-inch and 2,500 LF of 12-inch water pipe, valves, fire hydrants, and 84 water taps and service line transfers. Buyer will select a firm through qualifications-based selection process in compliance with Ohio Revised Code.

  • Licensed to practice engineering in Ohio with registered engineers and surveyors
  • Experience designing water systems per City of Columbus standards
  • Knowledge of current Ohio EPA regulations and AWWA standards
  • Experience with construction administration as Owner's representative
  • Minimum five years project management experience
  • CA/CI staff with 3+ years infrastructure construction experience
  • Surveyors with 10 years experience and Ohio licensure
  • Demonstrated experience in water system construction inspection
  • Conduct surveying and prepare property acquisition and easement documentation
  • Perform geotechnical investigations for water main design
  • Develop concept design with alternatives and life cycle cost estimates
  • Prepare preliminary and final design documentation meeting City of Columbus standards
  • Create bid-ready specifications and construction documents
  • Coordinate bidding process including addenda and bid evaluation
  • Chair pre-construction conference and regular progress meetings
  • Provide construction administration services including RFI responses and change orders
  • Deliver full-time construction inspection with daily field reports
  • Prepare record drawings and asset documentation upon project completion
  • Verify contractor work conforms to construction documents
  • Document construction with daily photographs and inspection reports
  • Maintain resident contact for questions and concerns during construction
  • Ensure compliance with OEPA regulations and AWWA standards
  • Prepare and certify contractor pay applications
  • Track construction progress and contractor schedules
  • Test and document water system components per regulatory requirements
  • Ensure proper surface restoration of roads and vegetated areas
  • Coordinate with multiple utility owners during construction
  • Prepare punch lists and contract closeout documentation
