Buyer seeks a contractor to conduct a Natural Climate Solutions Workforce Development and Training Programs Needs Study for Oregon's natural and working lands sectors. The study will identify occupations, assess workforce size, identify training programs, and analyze gaps that hinder implementation of natural climate solutions in Oregon. The contractor will work closely with buyer to engage stakeholders, collect data, and produce comprehensive deliverables including occupational profiles and training program assessments. The study will provide foundational information needed for future workforce investment in natural climate solutions.

• 3+ years experience providing consulting on workforce assessments to government entities
• 3+ years experience working with workforce regional and national datasets
• 3+ years experience managing projects of similar scope and complexity
• Experience with regional workforce programs and conducting work through equity lens
• Experience conducting workforce assessments including Tribal Nation programs and needs

• Identify occupations and job classifications related to natural climate solutions
• Assess Oregon's existing NCS-related workforce size and composition
• Identify workforce development and training programs in Oregon
• Identify gaps in workers or training programs for NCS implementation
• Create detailed occupational profiles for NCS-related jobs
• Compile workforce development and training program profiles
• Analyze workforce data across natural and working lands sectors
• Conduct interviews with industry stakeholders and workers
• Identify policies affecting growth of NCS activities
• Prepare comprehensive final report with recommendations
