Buyer is seeking a qualified contractor to design and construct an access road to Heeia Stream from Alaloa Street in Heeia, Oahu. The road will allow for maintenance of the stream area owned by the buyer. The project will utilize a design-build delivery method and includes design, permitting, and construction of a 10-foot wide gravel road with security features. The contractor must coordinate with landowners and follow best practices for wetland construction.

• Valid "A" General Engineering contractor's license in the State
• Experience in design-build contracts within the last 8 years
• Experience with Heeia District and/or wetlands development
• 80% of workforce must be Hawaii residents
• Maintain office and project staff in Hawaii

• Design a 10-foot wide gravel access road to Heeia Stream
• Conduct environmental assessments and obtain all required permits
• Coordinate with landowners to gain site access for construction
• Install access gates and fences at both ends of the road
• Build road with coarse surge rock base and #2 gravel top
• Construct road that can withstand flooding events and heavy machinery
• Coordinate with HCDA's lessee and area landowners throughout project
• Follow best management practices for working in wetlands
• Develop comprehensive construction management plan
• Optimize design for cost effectiveness and material reuse
