Buyer seeks to engage professional engineering consulting firms with capabilities in various civil engineering disciplines. Buyer will pre-qualify multiple firms with various backgrounds and expertise through this RFQ. Services include infrastructure engineering, land surveying, structural design, transportation improvements, and regulatory compliance. The contract will be for one year with potential for two one-year extensions.

• 4/23/2025 - Proposal Due Date
• 7/1/2025 - Contract start date
• 6/30/2026 - Contract end date

• Key Personnel must have experience with similar municipal on-call services
• Project manager must have ten years experience, five managing similar projects in Massachusetts
• Team members must have worked together on similar municipal on-call projects

• Perform wastewater collection, conveyance and treatment engineering
• Design stormwater collection, conveyance and treatment systems
• Engineer water distribution and treatment infrastructure
• Conduct land surveys and prepare detailed plans
• Provide structural design services for municipal projects
• Design transportation improvements and traffic signal installations
• Deliver Massachusetts Contingency Plan (MCP) related advice
• Complete seawall/bulkhead rehabilitation projects
• Serve as Owner's Project Manager (OPM)
• Review private site development and subdivision proposals
• Perform peer review for City Board/Commission projects
• Ensure compliance with local ordinances and regulations
• Assess infrastructure conditions and prepare reports
• Develop bid documents and provide construction management
• Translate public-facing documents into Spanish and English
• Deliver all planning, construction and design documents within three weeks
• Perform internal QA/QC of all submitted materials
• Develop written design and construction review reports
• Attend public meetings and provide technical assistance
• Assist with ordinance and regulation development
